Ian was permanently assigned with Cecilia because he could stabilize her.
He had gotten quite heated attention because of it.

"What do you mean? I've never seen a guy hug Cecilia in my entire life."
"…I had no other choice in that situation.”
"Everyone says that. ‘I had no other choice.’ ‘What else would I have been able to do in that situation!’ Something along those lines.”
"Ha..."
Ian shook his head and sighed at what Jamie said.
He was certain he was supposed to go with Cecilia, but he didn’t know why Jamie was sticking along.
"Why? Should I give you a hug, too, Jamie?" Ian feebly replied as he looked back at her.
Jamie flinched and shook her head.
